Understanding the types of political approaches and models used by governments regarding the production and use of drugs for medical use takes on particular importance at a time when Albania is in a consultation phase on whether or not to legalize cannabis. In this context, a study entitled “Cannabis Legalization in Albania: Benefits and Risks” was conducted, which summarizes the history of illegal cannabis production and distribution in Albania for several decades now, as a hotbed for the European and wider market. In addition, insights are also taken from other countries in the world and those closer to the region, which have previously gone through the legalization process. The paper aims, among other things, to identify the potential benefits and risks that come from this model of cannabis legalization in Albania.
The paper was presented during a roundtable organized by the Qemal Stafa Foundation on June 13, 2022. Participants were involved in an open discussion after the presentation. Experts shared their opinions and received suggestions from stakeholders, which they reflected in the final paper.
